AAPWU sought modification of retirement age of ALC and fixation of wages of unorganized labour

ITANAGAR, Jun 2: All Arunachal Pradesh Worker’s Union (AAPWU) has appealed to the state government to modify the Agency Labour Corps (ALCs) workers Retirement Periods with age of 45 to 60 years or as per their physical fleetness and work capability.

Addressing news persons here today at Arunachal Press club  (APC) AAPWU Secretary General Tadar Chai informed that after the independence of our country the ALCs have played an important role in various parts of our state . As there are no motorable roads in several districts and porter tracks were only existed and the ALC services was taken up for ferrying of several items including the officials stationary, equipment, food items, essential items like transporting of Government Rations, Opening new administration centers, natural calamities and also on during election time. He said.

In our state there are more than 2,700 numbers of ALCs workers, according as per election commission, there have more than 518 numbers of remote booths wherein the services of ALCs are required and the 4 ALCs in each such booth are deputed and posted till election process are completed in all respect. He said..

Still in some [arts of state the works are dependent on ALCs workers and ALC perform their duty. But it is unfortunate that the government has retired them at the age of 45 Years. So we requested the state government to extend the ALCs retirement age from 45 to 60 years or as per their physical fleetness or their needs based on performances of the works and also promote them on Group-D as a Official Staffs’. He said.

He also appreciated the state government for enhancement of maternity leave time up to six month.

Alleging that many departments have not followed the government order in conducting the Departmental Promotion Committee (DPC) on time because due to not conducting DPC on time many government employees are facing injustice by not getting promotion especially the labour community said Taje Digbak organizing secretary. As per direction of the government and norms the DPC needs to hold after every six month but the department did not follow and at present it accepts few departments. and the reason behind  is not known to anyone. He said.

Vice President, Tadar Dowa informed that the grade pay has also not been uniform and the  government has enhanced grade pay to few selective posts only and the state government has to look after the issue and enhance the grade pay to all its employees as per norms without distinguishing, he added.

Every state has a fixed wage rate for skilled and unskilled labour for unorganized sector but in Arunachal Pradesh still not fixed resulting in lots of problems by the public because labourers are fixing their own wage rate and do not follow the specific rate. He said.

It is observed that in our state the unorganized sector skilled workers have charged their daily wages to Rs.800 with meal and 1000 without meal and the rate is also following in state capital and the general public are confused by the uneven rate. He said..

We have written to the chief secretary of state and responding our letter Chief Secretary has issued an order to all the deputy commissioner to fixed wage rate for unorganized labour community at their respective area but till date district administration not fixed the rate he added.  

The APWU further requested the state government to fix the daily skill and unskilled workers wage rate as per rule for economic benefits for our citizens.
