Lukbi Bojir, allegedly accused of Seijosa PS Case No-04/2021 surrendered and subsequently arrested

SEIJOSA, JUNE 18 : The allege accuse of Seijosa P.S case no- 04/2021 U/S 363/326/34 IPC R/W SEC 75 JJ ACT & 14 bonded labour Act added with sec- 376 IPC R/W SEC 6 OF POCSO ACT has surrendered near North Lakhimpur in Assam and subsequently arrested by Seijosa police and brought to the police station today.  Hailyang was briefing the media and informed that on May 26 one Jumko Likam of Dikalmukh village PO/PS- Seijosa under Seijosa sub-division of District Pakke Kessang has lodged a written complaint at Women Police Station Itanagar to the effect that in the year 2018 one Bomli Riba his neighbour along with Lukbi Bojir approached him with a request to allow his minor daughter to stay with Lukbi Bojir with a promise to give her education in school and would take care her as daughter. Accordingly he has allowed Lukbi Bojir to take his daughter with him. But since then Lukbi Bojir never brought back his daughter and on asking through telephone Lukbi Bojir informed him that his daughter is in good health. But during this 2nd wave pandemic Lockdown session, Lukbi Bojir informed and asked him to come to Itanagar, Pangin, Tuting and finally at Pasighat to take away his daughter. As complained. SP said.

On reaching Pasighat his daughter was finally handed over to him at Pasighat Bus Station by Lukbi Bojir and then fled away from there. It was found that his daughter sustained multiple old and fresh injuries on her whole body. On queries his daughter stated that she was brutally subjected with cruelty and physical assault every day by Lukbi Bojir and his wife. He said.

Accordingly on receipt of written complaint Women Police Station Itanagar has registered a Zero FIR case vide WPS case NO. 00/21 U/S 363/326/34 IPC R/W sec 75 JJ Act and sec 14 Bonded Labour Act and transferred to Seijosa Police Station. Hence, on receipt of Zero FIR from Women Police Station Itanagar OC PS Seijosa has registered a  case vide Seijosa PS case No. 04/2021 U/S 363/326/34 IPC R./W SEC 75 JJ Act and 14 Bonded  Labour Act on 28/05/2021` and took up the investigation by OC Inspector Padi Payang. SP said.

During the course of investigation the Medico and legal examination report in respect of victim girl has been received on 2nd June from the Chief Medical Superintendent TRIHMS Naharlagun and on the basis of medical report section 376 IPC R/W Sec. 6 of POCSO Act have been added to the case. On June 3 an order received from the Court of District & Session Judge Bomdila regarding Anticipatory Bail petition filed by accused Lukbi Bojir with direction to I/O of the case to submit update Case Diary alongwith case records for bail hearing on 7/6/2021. Accordingly I/O of the case Inspr. Padi Payang who is the officer incharge of the Seijosa PS personally attended before the court on 7/6/2021 and strongly opposed the bail petition and explained to the court about the seriousness and investigation of the said case. On the basis of bail objection submitted by I/O the court has kept bail order reserved temporarily with a direction to the I/O to comply with certain cross verification of the facts which the accused has submitted in the bail petition and re-fixed the bail hearing date for 14/06/21. SP said.

On 14/6/21 the investigation officer Payang again personally attended before the court at Bomdila with a compliance report and submitted a bail objection petition. Accordingly the court has rejected the anticipatory bail of alleged accused Lukbi Bojir. Consequent upon the bail rejection Lukbi Bojir(45 years ) S/o Marluk Bojir of Govt. Upper Primary School, Ngomdir, PO/PS- Aalo, west Siang District AP finally surrendered before I/O Inspr. Padi Payang on the Pasighat road near Padumoni in North Lakhimpur, Assam on Friday and  accordingly he was arrested and brought to Seijosa Police Station on the same day. SP said.

Bojir has been medically checked and now under police custody for next seven day and we are investigating the matter. We have also gone through various people and tried to understand his involvement. And used several tactics to locate him but could not locate and in the meantime they were trying to get anticipatory bail which has been rejected. His wife who is a allegedly co accused in the case was also arrested and is now on bail on medical grounds. SP said.

The victim’s health condition is not so good, earlier the child was undergoing medical treatment at TRIHMS and now in a rehabilitation centre under the guidance of the doctors due to mental trauma and would get some more time to get out of mental trauma. He termed this case as a special one in line of mental trauma of the victim.

It takes a bit of time to get the accused arrested as to avoid the arrest any accused used to flew into the jungle where there is no excess to modern gadgets and technology. However in this case the accused has been arrested and will see that the investigation is done in the proper way and all the person get justice. SP further said.

Meanwhile the relatives of the alleged accused inform the media outside of Seijosa PS that we are unaware of the exact fact of what happened and there may be difference of opinion as such we want a fair investigation into the whole episode.
