APPRCEF appeal the panchayati raj department to immediately resolve the salary status as par with 7th CPC. Threatened for democratic movement.

ITANAGAR, Jun 22: The Arunachal Pradesh Panchayati Raj Contractual Employee Forum (APPRCEF) demanded state government to enhance their salary as per the norms of 7th Central pay Commission to all 1255 contractual employees, who are working under department of panchayati raj in state. 

Addressing media person here today at Arunachal Press club, APRCEF secretary general Taniya Yangfo informed that there are in total of 1255 employee were serving under department of Panchayat Raj in various categories like sweeper, Dak Runner, Peon, Driver Computer Assistant, Computer cum Accountant, Junior engineer and many other post since from last 8 to 13 years with very low salary.

They informed that then state development Committee 2015, under the chairmanship of the then chief secretary Rameh Negi, recommended for shifting of contractual employee who had been appointed under Centrally Sponsored schemes (CSS) state government. After that on 2016 State panchayat expert Group (SPEG) under the chairmanship of the then chief secretary Sakuntala D, Gamlin directed to consider the salaries of contractual employees of panchayat raj department in consonance with the 7 CPC recommendations. 

But till that none of the recommendation has been implemented or not enhances our salary by state government.

But recently we have came to know that an order has been issued by secretary panchayat raj, for enhancement of salary /wage of 1066 nos of contractual employees of with wages pattern of skilled/unskilled contingency/ contingent employee who are serving to the post of sweeper, Dak runner, Peon, driver, computer Assistant and computer cum Account Assistant working under Panchayat raj department, which is not systematic or not as per 7th CPC therefore we strongly refused the order And written to the secretary Panchayati Raj of State government for re- consideration of pay enhancement order.

With justification that we have been appointed in the capacity of contractual basis but recruitment   through competitive examination with requisite qualification for each category like, for Panchayat technical Assistant /JE diploma in civil engineering , which is group B post and the requisition qualification of Graduation plus Diploma in Computer Application for post of Computer cum-Account Assistant CCAA) and Class XII Passed plus basic knowledge in Computer Application for Computer Assistant (CA) 

Placing the qualified contractual staff at par with daily wage category seems to be serious discrimination to demote an interest and abilities of experienced and equipped employee. Whereas, the salary of merger grade staffs in others department are enhancing in concerned to the basic requirement of inflation era.

There for we requesting the state government to enhance employees salary as per 7th CPC and create the post and regularize all the employees phase wise. 

Further APPRCEF has served 30 days ultimatum to the state government for response their memorandum failing which the organization may compel to go for democratic movement.
