State Cabinet Approves Various Measures for Youth Empowerment, Sports Promotion, and Administrative Strengthening

ITANAGAR – State Cabinet, led by Chief Minister Pema Khandu, discussed and approved a series of important agenda points on Wednesday. The decisions made during the meeting focused on providing opportunities for the youth, promoting sports, strengthening law enforcement, enhancing government training institutes, and streamlining administrative processes.

To address the issue of unemployment and provide more opportunities for the youth, the Cabinet approved a one-time relaxation of two years beyond the prescribed upper age limit of 22 years for filling up vacant posts of constables in the state police force. This decision will allow aspiring candidates to apply for these positions and contribute to maintaining law and order in the state.

In an effort to promote sports and nurture young talent, the Cabinet approved the inclusion of the Under-14 Indrajit Namchoom Annual Football League and the Monduro Cycling Event as Annual Calendar Events. These sporting events will serve as platforms for young athletes to showcase their skills and contribute to the growth of sports in the state.

Recognizing the importance of effective law enforcement and the safety of law-abiding citizens, the Cabinet approved the creation of the Itanagar Range Police administration. This administrative body will be headed by a Deputy Inspector General (DIG) and will consist of three Superintendent of Police (SP) level officers. The establishment of this administrative structure aims to ensure efficient law and order maintenance in the state capital.

In order to enhance the training of government employees, including gazette officers at higher levels such as State Civil Services Officers and senior level officers, the Cabinet approved the strengthening of the State Administrative Institute (ATI). This decision includes the creation of four posts of Deputy Director (Faculty) for ATI, which will contribute to the development of a competent and skilled workforce.

The Cabinet also addressed the need for skill development training by approving the creation of 80 posts to cater to the three upcoming Industrial Training Institutes (ITIs) in Lungla, Pangin, and Kanubari. These ITIs will provide training to a minimum of 600 youths in Arunachal Pradesh annually, equipping them with essential skills for employment opportunities.

In an effort to streamline legal matters, the Cabinet approved the creation of the post of Legal Remembrancer-cum-Secretary, Justice. This decision includes the establishment of two wings within the existing Law, Legislative, and Justice department, with the creation of three additional posts. Furthermore, the Cabinet approved the denotification of 33 obsolete Ordinances/Acts to reduce the compliance burden.

To address concerns related to the timely release of convicts after bail is granted, the Cabinet approved the amendment of the Arunachal Pradesh Prison Manual 2017. This amendment aims to eliminate delays in the release process, ensuring prompt implementation of the bail system.

The Cabinet also granted a one-time relaxation of the hard belt posting criteria for APCS (Senior Grade) and APCS (Entry Grade) officers who were promoted in May 2023. This decision provides flexibility in their postings as per the APCS Rules 2018.

Additionally, the Cabinet reviewed 13 social welfare schemes, including PMAY (Urban and Rural), Jal Jeevan Mission, Ayushman Bharat, PMGSY, Kisan Samman Nidhi, Jivan Jyoti Beema Yojna, Swamitva, Bharat Net, Soil Health Card, Kisan Credit Card (Agri, Animal Husbandry and Fisheries), Atal Pension Yojna, and SVANidhi, with the aim of achieving 100% saturation.
